Commander XP is the tightest resource in Legends, so the question is not which captain looks good, it is which captain more than one Bureau project asks for. Start with the levelling list, then use the browser and the skill reference to fill out the kit.

Which commanders are worth levelling

Every commander that at least one Bureau project you can actually start asks for as a patron, sorted by how many of those projects want them. More projects means the same XP pays off in more places. The rank beside each project is that project's deepest gate for this commander, which is its deepest stage plus 3.

Skills reference

Every skill in the snapshot, grouped by the ship class its effects apply to. Most skills carry no class restriction, so they sit under "Any class". The theme filter is our own grouping, worked out from what each effect changes, not a label the game uses.

Modifications reference

Ship modifications from the same snapshot, with what each one changes. Epic and legendary variants are listed per modification where the source carries them.

Numbers come straight from the source data. Fractions are shown as percentages and whole numbers as flat values, because that is how the source stores them; the flat ones carry their own unit in game, such as charges, degrees per second, knots or metres. Where the source has no detail for an entry, the page says so rather than filling the gap. Project names and rank gates come from the bureau data in the same pull. Check anything that matters against the in game screen before you spend XP.
